Yes. Vanuatu is a sovereign Pacific island nation and full United Nations member state. Vanuatu citizenship is issued under the Citizenship Act of Vanuatu and administered by the Citizenship Commission. Vanuatu passport holders have visa-free or visa-on-arrival access to 90+ countries including Singapore, Hong Kong, UAE, Japan and much of Southeast Asia and the Pacific. Note: Schengen Area visa-free access was permanently removed by EU Council decision on 12 December 2024. A Vanuatu passport currently requires a Schengen visa. United Kingdom visa-free access also requires a visa.
The DSP (Development Support Program) is a non-refundable government contribution starting at $130,000 plus a $5,500 due diligence fee. It is the most widely used pathway and the fastest, typically approved in 45–60 days. The CIIP (Capital Investment Immigration Plan), relaunched in May 2025, involves a $115,000 non-refundable donation plus a $50,000 investment in a qualified fund that is returned after approximately 4 years — making the net cost comparable to DSP. CIIP is particularly advantageous for families of 3–4, as all members are covered at the base rate. Both programs grant identical citizenship rights. Under the DSP, government fees are: single applicant $135,500; married couple approximately $155,500; family of four approximately $185,500; each additional dependant beyond four costs $25,000. Eligible dependants include a spouse, children under 18, financially dependent children up to age 25, and parents or grandparents over 50. Under the CIIP (active, limited quota of 100 applications), single-applicant all-in cost is approximately $170,500 ($50,000 of which is returned after ~4 years); a family of up to 4 is covered at the same base rate, making CIIP particularly cost-effective for families. The Vanuatu Citizenship Commission does not accept applications from current nationals of Afghanistan, Iran, Iraq, North Korea, Syria, and Yemen. Citizens of some of these nationalities who have resided outside their home country for five or more years may be considered on a case-by-case basis.
